International conference "Yang democratic societies in transition-election processes Importance of the Domestic Citizens"

In the last 10 years, in the Central and Eastern Europe attempts for impartial observing of the elections were made. The non-governmental organizations became leading representatives in the democratic reforms in their countries. The exchange of the experience represents help and addition of the development of the impartial observation and also one step further in the implementation of the democratic process in the countries in transition. We felt that it's the right time the coalition "Citizens for the citizens" to be a part of the leading non-governmental organizations that are dealing whit the impartial observing of the electoral process. That was the aim of holding the round table in Ohrid in a period 25-31 of May, organized by the "European House of Skopje" on which all relevant non-governmental organizations from the region took part. Reason to think of this subject were: the elections that follows in Macedonia, FR of Yugoslavia (also in Kosova), the elections that follows in Montenegro and the experience of election observing of the organization from Croatia, Albania and Slovakia.

The discussion on this round table started whit presentation of the organizations and their experience. After that the conclusion was made that actually the non-partisan observation is not consisted of activities performed only on the Election Day, but that's a longer process for following all the activities before and after the elections. Actually, before the activities before and the election law and take part in law preparation (in fact implementation of their activities in it), to analyze the election lists and immediately before the elections to observe the champagnes of the political parties. Also the conclusion was made that the education of the population in post election period (in a period between two elections) must be continuous. It was mentioned that besides the personal experience on a local level, very important factor for the development of the non-partisan observation, as necessary activity in the countries in transition, is the experience of international experts that comes from their observation in many countries in the world. Here, such experts come from NDI, IFES and OSCE.
